Unit of Information Management and Cooperation (UPIKS) of the Faculty of Medicine, Udayana University (FK Unud) is one of the units within the FK Unud. UPIKS FK Unud is a transformation of the Cooperation Unit of FK Unud. This change is based on the Rector's Decree number 183/UN14/HK/2020 regarding the Establishment of Units in Faculties/Postgraduate Programs, where the formation of this unit is aimed at improving the performance and service of education, research, and community service at Udayana University. According to the Rector's Decree, UPIKS FK Unud has the task of managing, providing information technology services, coordinating materials, and implementing cooperation within the FK Unud. UPIKS is led by a Coordinator appointed and dismissed by the Rector with a maximum term of 4 (four) years. According to the Rector's Decree, the UPIKS Coordinator is responsible to the Dean through the Vice Dean for Student Affairs and Information. However, because at FK Unud, cooperation matters fall under the Vice Dean for Academic and Planning (Vice Dean 1), UPIKS FK Unud is accountable to the dean through the Vice Dean for Academic and Planning (Vice Dean 1).
In detail, the main tasks of UPIKS are divided into 2 major parts: (1) related to information management and technology services, and (2) related to cooperation affairs. In FK Unud, since there were already units and sections responsible for information management and technology services before UPIKS was established, namely the Information Management Unit (CBT Unit) and the Information and Planning Section, to avoid overlapping tasks, the implementation of information management by UPIKS FK Unud is based on needs and coordination with USDI, as well as coordinating with the CBT Unit and the Information Management Section. The detailed tasks of UPIKS related to information management and technology services are as follows:
- Bridging the issues related to information technology services for FK Unud academic community (especially IMISSU, BKD, Website, Webex, Oase, Sinta and Sister accounts) between FK Civitas and USDI.
- Facilitating the activation of Webex and OASE accounts for lecturers.
- Synchronizing faculty members' publication accounts in SIMDOS with Sinta Dikti accounts.
- Collaborating with UP3M to improve the quality of teaching and learning processes in FK Unud through OASE training.
Regarding cooperation affairs, the detailed tasks include coordination and facilitation of the management of Memorandums of Understanding (MoU) with the university's cooperation division, coordinating and facilitating the creation of Cooperation Agreements (PKS) with various parties both domestically and internationally, planning, monitoring, and evaluating cooperation activities together with study programs. The detailed tasks of UPIKS for cooperation affairs at FK Unud are as follows:
- Performing the following tasks: (1) studying the cooperation proposal submitted by the proposer; (2) preparing the cooperation proposal document; (3) reviewing the cooperation proposal document.
- Assessing the concept of the cooperation document, preparing the cooperation document with the proposer, discussing the cooperation document.
- Preparing/coordinating draft PKS/Agreement with relevant parties before signing.
- Facilitating, preparing, and conducting the PKS/Agreement signing event, and reviewing the signed document for stamping and delivery to the cooperating party.
- Reporting and submitting operational Agreement Documents to the Dean through the Vice Dean.
- Assisting the cooperation coordinator in preparing necessary documents and letters for cooperation implementation, in coordination with the Vice Dean.
- Developing and maintaining the Information System and administrative aspects of cooperation implementation.
- Archiving/storing all Memorandum of Understanding (MoU) documents established with domestic and international parties.
- Coordinating the evaluation of cooperation activities together with the cooperation activity implementation team.
- Generating/reporting data on completed cooperation activities in the respective year.
- Recording UPIKS as one of the business services of FK Unud and reporting to the Vice Dean for General and Financial Affairs.
The detailed tasks of UPIKS for cooperation affairs are in accordance with the Ministry of Research, Technology, and Higher Education Regulation Number 30 of 2019, Article 19 concerning the Cooperation and Public Relations Division, as stated in Article 14 letter b, which includes the tasks of coordination and administration of cooperation. Furthermore, Article 20 states that in carrying out the tasks as stated in Article 19, the division or unit responsible for cooperation tasks must fulfill functions including the coordination and administration of cooperation. Other articles within the Ministry of Research, Technology, and Higher Education regulation include Article 21, which states that the Cooperation Division consists of:
- Domestic Cooperation Subdivision.
- International Cooperation Subdivision.
The implementation of cooperation at FK Unud also refers to the objectives stated in the Unud Statute 2017, Article 26, point d, which is to establish cooperation in various fields to improve the quality of the Higher Education Tridharma. This is further elaborated in Unud Statute Chapter XI, Article 85 regarding Cooperation, which states:
- Unud can establish academic and non-academic cooperation with other universities and/or institutions, both domestic and international.
- Cooperation as mentioned in point (1) is aimed at realizing the vision and mission of Unud based on partnership, equal position, mutual benefit, and contribution to society.
- Cooperation as mentioned in point (i) can take the form of: a. Exchange of faculty members and students in academic activities; b. Joint utilization of resources in education, academic activities, research, and community service; c. Joint publication of scientific work; d. Joint seminars or other scientific activities; or e. Other necessary and non-binding cooperation.
- Cooperation between institutions within Unud and/or between Unud and other parties can be carried out by faculties, postgraduate programs, Research and Community Service Institutions, Research, Development, and Community Service Institutions, study programs, laboratories/studios, and other support units.
- Cooperation implementation must be with the knowledge of the Rector.
- Further provisions regarding the cooperation mechanism are regulated by the Rector's Regulation in accordance with the provisions of the legislation.
In addition, the specific implementation of cooperation is also governed by the Rector's Regulation Number 7 of 2018, which details the procedures for cooperation implementation.
Furthermore, UPIKS is also one of the business service units in FK Unud. The business services under UPIKS include education services and healthcare services, such as cooperation with new educational institutions for teaching staff, specialized healthcare services in remote areas, and elective programs for local and international students. The income received by FK from education and healthcare cooperation activities comes from institutional fees imposed on cooperation partners. The income generated through cooperation activities helps improve FK's revenue to support the Tridharma activities of FK Unud.The legal basis for the implementation of UPIKS activities includes:
